Once you hit Level 3 of the Delver’s Journey in Patch 11.2: Ghosts of K’aresh, you will unlock a trinket vendor that will spawn at the end of your Tier 9+ runs.
A List of Trinkets Available from Zah’ran in Patch 11.2
Zah’ran sells all available delve trinkets for 2,000 Undercoins each, and they come at Item Level 681 (Champion 1/8).

Undercoins are Warband-transferrable, so if you farm a lot of them on your main, you can easily send them to your alts. So long as they can clear a Tier 9 delve, this will be an easy way for them to grab trinkets!
