Update: The issue has been addressed by Blizzard! The bug should no longer happen, and the affected players will have their Renown restored. The comments below are specifically referring to getting the achievements on alts, so it’s not clear if it will also affect the other bug.
This unexpected behavior was due to a bug that we have now fixed. It should not happen again.
We will now create and deploy an adjustment for affected players. This will not be a step that we can take immediately, but once we’re ready, we will remove the errant renown and rewards.

Renown has been getting relatively easier to get since it first arrived in Shadowlands, but some players are perhaps going a bit too far. It seems they have been leaping up the Renown ladder VERY quickly, maxing out Renown in a single quest turn-in!
Gameman10 was just doing the normal thing of questing, turned in The General’s Consensus and received 2,500 Renown, which then skyrocketed them straight to the 25th rank! The Severed Threads seem to be pretty generous! But it’s not just this one Renown track that’s been affected, as others have also already reported a similar bug.
The achievement pop-up is there, so it’s definitely more than just a visual bug. However, we’re not quite sure if the players affected received all the rewards for the full Renown track.
There are also different reports of players receiving the rank 25 achievement after logging into some alts, not related to a quest turn-in:
