Nerub-ar Palace Soft Nerf Explained
At the raid entrance will be a projection that offers you a repeatable turn-in quest called The Finer Things. To complete it, you need to gather 16 
Nerub-ar Finery from Nerub-ar Palace raid bosses. Once complete, you will receive 1 stack of the 
Severed Strands buff that increases your damage and healing done while inside the raid by 3%, stacking, and 75 
Kej. The maximum amount of finery you can gather per week is 8 with a rising weekly cap. Over the next few weeks, as you gather more finery, you’ll gain more stacks of the buff.
Severed Strands stacks up to 6 times for 18% increased damage and healing.
There’s currently a visual bug in the game that shows Severed Strands value at 0%, but Blizzard confirmed it’s working as intended.
