If you created a Seasonal character, but your Altars of Lilith and map progress didn’t carry over, you probably forgot to log in with your non-seasonal character.
We’ve seen multiple players reports where Altars of Lilith and map progress didn’t carry over to Seasonal characters.

Blizzard clarified character progress will only carry over when you log in with your non-Seasonal at least once in Patch 1.1 that released on July 18.
